What the message is reporting

A licence error is the console relaying an answer it received from a store service. The signed-in profile asks whether it holds rights to run this software, and the service replies no, or fails to reply at all. Both produce the same unhelpful sentence on screen. That distinction matters, because one branch is an account problem you can solve permanently and the other is a temporary service condition you cannot solve at all except by waiting.

No such licence exists yet

Set the useful part aside for a moment. There is nothing to licence today: GTA 6 releases 19 November 2026 on PlayStation 5 and Xbox Series X and Series S, and until then no copy, key or entitlement for this game can be valid or invalid, because none has been issued.
